Enterprise Zones are designated areas in which businesses can receive tax incentives in the form of tax exemptions on eligible new investments.

During a Feb. 11 special meeting, Mayor Bob Stonecash explained city staff had been working on an agreement with Cain, in an effort to construct a larger facility. EC is partnering with a Chinese business and plans a company expansion which could bring in an additional 40 jobs. Officials had been advised the City of Brookville was ‘courting’ Eaton Compressor, offering incentives for the business to relocate there.

Longtime Homewood icon Art Welsh dies

Longtime Homewood icon Art Welsh dies.
Mr. Welsh may best be known for serving ice cream to the community for 40 years as the owner and operator of the Homewood Dairy Queen, 1700 Ridge Road. He and his late wife, LaVerne, raised six children in a house they lived in since 1959 that was a block away from the ice cream shop.

Mr. Welsh”s contributions to the community, however, go well beyond handing out cones, shakes and sundaes.

Among his many accomplishments was being a founding member, active parent, coach, umpire and longest-running business sponsor of multiple teams in the Homewood Baseball League. The league recognized his enormous contributions by naming one of the playing fields ‘Welsh Field’ in 1991.

Mr. Welsh also was a longtime member of the Homewood Rotary Club and a former director of the Homewood Chamber of Commerce.

IRD attitude on research off-putting.
He said business was told the new tax credit regime would not be restricted to white-coat people doing scientific research.

‘I”d be surprised if any business got an R&D tax credit unless they employed scientific boffins in white coats.’

Mark Daly, senior tax manager with accountancy firm Grant Thomson, said the government clearly believed business was under-investing in R&D, and wanted to change that through the tax system.

‘But from where we sit, Inland Revenue is reading the new law so narrowly you have to ask whether the government”s objectives will be met.’

Daly said problems were arising not only from narrow definitions of what constituted research and development.

For example, the guidelines said intellectual property must be owned by the business carrying out R&D if tax credits were to be granted.
