IRD attitude on research off-putting.
He said business was told the new tax credit regime would not be restricted to white-coat people doing scientific research.

‘I”d be surprised if any business got an R&D tax credit unless they employed scientific boffins in white coats.’

Mark Daly, senior tax manager with accountancy firm Grant Thomson, said the government clearly believed business was under-investing in R&D, and wanted to change that through the tax system.

‘But from where we sit, Inland Revenue is reading the new law so narrowly you have to ask whether the government”s objectives will be met.’

Daly said problems were arising not only from narrow definitions of what constituted research and development.

For example, the guidelines said intellectual property must be owned by the business carrying out R&D if tax credits were to be granted.

The mortgage/credit crunch may be raging, the price of gasoline and food soaring, and the American dollar sinking, but, based on a forecast from IDC, even with today”s economic woes, it”s a good time to be in the performance-management software and services business.

IDC, in a recently released report entitled Worldwide Workforce Performance Management Forecast 2008-2012: Still a Hot Market, forecasts that the market for workforce-performance-management (WPM) software and services will reach $2.55 billion by 2012, increasing at a compound annual growth rate of 10.1 percent.

Rise of the “Locavore” Reshapes the Food Business.
It”s a movement that is gradually reshaping the business of growing and supplying food to Americans. The local food movement has already accomplished something that almost no one would have thought possible a few years back: a revival of small farms. After declining for more than a century, the number of small farms has increased 20% in the past six years, to 1.2 million, according to the Agriculture Dept.

Some are thriving. Michael Paine, 34, who started farming in 2005 on just one acre in Yamhill, Ore., today has six acres of land and 110 families who buy his lettuce, cabbage, peppers, and eggplants. ‘I like to surprise my families with odd varieties of tomato or an odd eggplant variety, and they love it,’ says Paine.

Patrick Robinette saw a growing interest among Americans in specialty beef, and in 2001 started raising 10 cows at Harris Acres farm in Pinetops, N.C.

Business leaders react to mayor”s departure.
Memphis Mayor Willie Herenton”s resignation just a few months after the municipal elections is giving business leaders reason for hope.

‘I can”t help but be optimistic,’ says Bob Loeb, principal of Loeb Properties Inc.

Though it”s not clear who Memphis” next mayor would be, ‘a new vision, new vigor would be good for the city,’ he said.

If the move is a prelude to city and county consolidation, it”s something the community should consider, Loeb said.

‘A functional consolidation, department by department, is worth exploring with a piecemeal approach,’ he said. ‘Construction code enforcement was consolidated more than 20 years ago. It helped efficiency and saved money. It could possibly help municipalities become more efficient.’

Dick Leike, president of Crye-Leike, Realtors, believes the move will have a positive effect on the business environment and the community as a whole.

High cost of fuel affects Memorial Day business on the Central Coast.

‘Where I come from it”s $5.49 [per gallon],’ said Hogan.

Action News asked Hogan whether the price of fuel had halted his vacation plans.

‘Yeah, yeah. We”re staying home,’ Hogan answered.

J. Erwin Sedley, general manager of the Kon Tiki Inn in Pismo Beach, said, ‘Memorial Day weekend this year from last year was identical for us, no difference.’

But, just down the street at the Sandcastle Inn, Wightman said the economy was on the minds of most guests who were staying there.

Wightman says he has heard his guests talking.

‘Some of them told me that they were just being a little cautious, things that they may have done they weren”t going to do. They were just trying to look for a fairly inexpensive place to go to just relax for the weekend,’ Wightman said.

After three strikes, pastor still is not out.
The Rev. William Killeen showed himself unfit to manage a parish before he was transferred by Cardinal Francis George to Flossmoor”s scandal-hit Infant Jesus of Prague Church, according to the man who sacrificed $200,000 of his own cash to help rectify one of Killeen”s earlier mistakes.

Former Crestwood Mayor Chester Stranczek - a former parishioner of Killeen”s at St. Christopher Church in Midlothian - was speaking Thursday after the SouthtownStar learned he was the anonymous donor who stepped in to save the day in 2006 after revelations that St. Christopher”s business manager Jim Nelson stole thousands in church funds under Killeen”s watch.

Stranczek said Killeen, who was moved to Infant Jesus of Prague while the Nelson scandal continued, ‘proved at St. Christopher that he could not manage money.’

‘It”s fair to say I”m not a fan of his,’ said Stranczek, who has retired to Florida and said he had hoped to keep details of his donation secret.
